Move PSE from old to new PC

Hi - can somebody help me? I have an older PC with Photoshop Elements and approx. 150,000 images, 1.7 TB. I have to move to a new PC. What is the best way to move this to a new PC and at the same time keep all albums and tags with the same hierarchy as on the old one?

Go through this section from the Adobe Photoshop Elements Organizer User Guide:

Backup or restore catalogs | Elements Organizer 

In particular, look at the section towards the bottom, which suggests the following steps:

  1. Create a backup on your old computer
  2. Save the backup on an external hard drive
  3. Connect the external hard drive to your new computer
  4. Restore from the backup you made
