What OS and version of Elements are you using?  (I assume you used the OS file management to move the files.)   And what do you mean by labels are not there?  Are you talking about keyword tags, captions, file names or something else?

If you are using the Organizer to catalog your files, you should NEVER move, delete or rename your files outside of the Organizer which can be used to undertake each of these tasks.  How many files/folders are you talking about here?  If possible, I would move the files back to the original locations and then use the Folder panel to move them by click and drag.  Make sure that the Folder panel is in tree, not list, view.

Also, right-click on the external drive folder that displays in the Folder panel and select Show All SubFolders:

This will allow you to click and drag media files to any of the folders on the external drive.
