Moving Elements 8 to a new Mac fails with error 150:30

I deactivated Elements 8 on my old machine and then uninstalled it. I installed it successfully on my new Mac. When I tried to run it, I got an licensing error 150:30. Both Mac were running the same OS version - MacOS Sierra 10.12.5. Adobe was no help - they only support the current version, which is 15. Various entries of the forum provide suggested solutions for older versions of the OS, but many are different, implying that they are OS-dependant. Anybody know how to do this in Sierra?
