moving overlays is not working .

You haven't told us anything that helps.

Provide screenshots of the program when this happens-- please don't take pictures of your computer screen with your phone, make an actual screenshot that shows the entire program when "It doesn't work".

You have to have an image open to apply any of the moving overlays, do you have an image open?
What are doing doing when it "doesn't work"?
What mode are you when "It doesn't work"?
What is your computer OS?
How much ram do you have installed?
Has it worked before?
If it did work before, when was the last time it worked?
What makes you think it's not working?
