How do I drag a photo within Elements folder? Does not seem to be allowed.

    The folders you are seeing in the 'folders' panel on the left panel in the organizer in Media view are folders from your Explorer or Finder. There is no folder in Elements, only links to the files located on your drives and organized in folders by the Explorer or Finder.

    The organizer shows those folders and allows you to manage your files and folders directly in the media view: you can manage those files and folders about the same way as you would do in the Explorer or Finder. You can delete, rename or move while keeping the links in the catalog updated. You can move files highlighted in the media view from the menu File >> Move, or you can drag and drop them to a subfolder in the left panel.

    You can also move subfolders in the left panel by drag and drop on another master folder.

    What kind of move do you want to do?

    Note that the left panel only shows by default folders or subfolders containing images present in your catalog.

    You may have to right click a folder and choose to display all folders if those don't contain images referenced in the catalog.
