Is there a msi-file for Adobe Photoshop Elements 2023 available for download?

Why do you want an MSI file?  The current version of Elements uses a stub exe file which is used to download and install the program. I suppose it is possible that the version of Elements sold by the Microsoft  Store uses an MSI file but I have never installed that version.
