My elliptical marquee tool is not working

The square works fine, but the circle or oval shape is not working.  It's lightening the shape I'm trying to change.  I've turned it off and on and tried everything.  Most of my tools were not working correctly.  They would all do this exact same thing when I tried any modification. 😞
