My paid Premiere Elements 13 disappears from my computer

I download it, a month later it disappears.

I purchased Premiere Elements 13 in 2015 with my new Dell desktop. Since then, the program keeps disappearing from my computer. Have to download it again, taking hours, and costing me $ for data charges. what can I do?
