My PSE10 will not open

My PSE10 has been working but when I try to open it I receive this message. ( Unable to continue because of a hardware or system error sorry but this error is unrecoverable.) I uninstalled, reinstalled it work for two days and the same message comes up when it tries to open. I am using WIN10.

    Hi,

    Please try to open Photoshop Elements editor holding down CTRL+ALT+SHIFT on Windows or Command+Option+Shift in Mac OSX. You will be presented  with a dialog box that asks if you wish to delete the settings file. Selecting Yes will delete the file and should allow the application to start as normal.

    Same problem I deleted all adobe in Task Manager open PSE10 same message come up after
    (reading workspace mode) try's to load. PSE15 trial works OK, if you people can not find the problem maybe I should purchase PSE15!!!!!!!!!

    You need to press ctrl alt shift while clicking on PSE10 editor and keep them help till you do not see a message asking to delete Photoshop elements settings file. Your post above suggests that you had pressed ctrl al del to get to task manager window.

    You may also try renaming the Photoshop Elements folder to Photoshop Elements_old by getting to following location:

    C:\Users\'username'\AppData\Roaming\Adobe

    Thanks for posting in Adobe forum.

    I understand you are facing issue with Adobe Elements 10.

    Can we follow the following steps:

    Firstly,

    Please click here to download Adobe Application Manager for Windows.

    Secondly,

    - Open "Control Panel"

    - Open "Programs & Features"

    - Repair the following list of programs

    * Microsoft Visual C++ 2012 Redistributable (x64)

    * Microsoft Visual C++ 2012 Redistributable (x86)

    * Microsoft Visual C++ 2013 Redistributable (x64)

    * Microsoft Visual C++ 2013 Redistributable (x86)

    * Microsoft Visual C++ 2015 Redistributable (x64)

    * Microsoft Visual C++ 2015 Redistributable (x86)

    - Restart your machine & check Adobe Elements

    If this doesn't work, please test Adobe Elements 11 in a new admin user account & check whether it working there perfectly or not.

    I did the download and the repairs same problem PSE10 will start to open but the message comes up after (Reading Workspace Modes). I did install PSE15 trial it works.
