Need activation count reset for PSE 12

I have PSE 12. Old PC is no longer available. Need to reinstall for a user who does not edit photos heavily or often -- otherwise, user would have Photoshop CC.

Have read through several posts here. Many of which suggested chatting with support.

Spent an hour in a chat with support where it was first suggested that I post here and then suggested that I upgrade.

Currently more than a little frustrated that I am unable to install a product which was includes a perpetual license.
