Need help finding lost work!

Windows 10 downloaded it self twice on my computer. Both times I got rid of I0 and reinstalled 8. The first time I didn't clear my computer completely, but I did have to reinstall Elements 13. When I reinstall the program all my pictures came back. Now my disk for Photoshop Elements 13 will not reinstall "failure to initialize", so I bought Elements 2018 and  downloaded it hoping that Adobe would have my work saved some where. The second time I cleared my computer bring it back to the state when I bought it. I thought that this would be fine because I have an Adobe account and that's how I got my work back the first time, at least that's what I think happened. Anyway, is there a way that I can get my work back? Thanks for your time and for your help!
