need instructions

newly aquired photoshop elements 2020. on the opening page of the program is a bunch of stuff that really dosent have my interest except the ability to get to the organiser. one of the things, though that keeps showing is a add to the photo sparkly  things for an effect. Please someone, tell me how to find these special effect brushes?  It they are not brushes---tell me how to find whatever it is.  Thanks.
