Neon appearing all over photo

Question

After spending about an hour working on a photo, these strange neon bars began to appear. I was unable to get rid of them by undo-ing steps, and I tried to restart Photoshop but that did not help. Does anyone know how to get rid of these, or how to avoid them. I am desprerate for help!

It seems you are getting neon bars on your project while working with Photohop Elements.

Could you please provide me the following information:

Are you facing this issue with every project or a specific project?
Which version of Photoshop Elements are you using?
Are you using Windows or a Mac?
Have you recently installed any OS update or Elements update?
