New Computer - Old Version of Photoshop elements

I have recently purchased a new computer - much faster than my old laptop.  It runs on Windows 10.  I still have the original discs for Photoshop elements 3.0 from many years ago.  I had been quite happy with that programme although the laptop was struggling.   Can I still purchase Photoshop elements in the same disc format as before or do I have to buy another programme and download it - I have checked out a few websites and there is lots of other adobe programes but do I really need all these and I am hoping to be able to just have a one off purchase.  Any advice would be appreciated.
