May I know whether PSE 13 can open Nikon Z7 raw file or not ?

    Your NEF files require ACR 11.0 and PSE13 can never be updated. Even PSE 2019 does not yet have the camera raw v11 update.

    I would suggest downloading the free DNG converter. You can batch convert a folder of NEF files into Adobe Raw (DNG) without any loss of quality. Then simply import the DNG files into PSE13.
