no plugins folder with PSE2023

I recently upgrade to PSE 2023 from PSE15.  I also use the Topaz SharpenAI plugin.  With PSE15 I was able to install access to the plugin via the the PSE's plugins folder and it ran without a hitch.  However with PSE2023 I was unable to install any plugins.  The plugins  folder is just an .ico (an image). Is there any reason why thenew PSE didn't create a plugins folder when installed?

... thx Barry.  Am beginning to think I'm not alone in this.  Have seen other posts describing a similar problem to mine on this forum
