No shape fill option in 18??!? What am I doing wrong

I am just trying to fill basic shapes with patterns using the basic shape tools. So I create say a square, click the bucket select pattern and it fills it but I cannot scale the pattern. Also if I don't simply the layer before hand it won't even do that. I also tried a few other tried and true ways but it always fills my entire page not the shape.

    You could also use a Pattern Fill Layer clipped to the Shape layer.

    1. Go to Layer>New fill layer>Pattern.

    2. Check Use Previous Layer to Create Clipping Mask.

    3. Select Pattern, scale, etc

        You can also click on the pattern on the actual document and move it while the Pattern Fill dialog is open.

    4. To readjust or change patterns later, just double click on the Pattern Fill icon in the layers panel.

    1. Drag out your shape
    2. In layers pallet right-click on shape layer and choose simplify layer
    3. Select magic wand tool and click inside your shape to make a selection (marching ants)
    4. From the menu choose: Edit >> Fill Selection
    5. In the Fill dialog , choose Use Pattern from the pull down list
    6. Select your preferred default or saved pattern and click OK
    7. To re-size/scale press Ctrl+T to transform and drag the corner handles as required
    8. Click the green checkmark to complete and press Ctrl+D to deselect
    9. Save
