The is my first time posting a question.. 

I tried to delete a library photo from my Library and it seemed like there was NO way to do it,

My Photoshop version is PH 2023.

If you are talking about deleting an image from your catalog in the Organizer, simply select the image and press the Delete key.  A dialog will then come up asking if you also want to delete the image from your hard drive.

 

You should undertake all file management (move, delete, rename) within the Organizer.  Otherwise, the file will become missing from your catalog.

 

If you are not talking about Photoshop Elements, please let us know what program you are talking about without using an abbreviation.

Feel I needed to add the Photoshop Elements 2023 to the deesccription in my earlier post
