Nothing is working in Photoshop Elements on Mac OS 12.3. All features are greyed out.

I downloaded Photoshop Elements this afternoon, and am trying to use it on a 2021 Macbook Pro which I purchased a couple of weeks ago. It isn't working. I can open files and view them and change the mode from RGB to bitmap and greyscale, but that's about it. All features other than the 'select' tools are greyed out. Suggestions are welcome.
