Notice that Photoshop Elements Organizer needs an update.

I do not use the Photoshop Elements Organizer.  Can I just delete that software? How do I upgrade if I have to?  I have been having trouble with Photoshop Elements ever since I upgraded to OS Mojave, getting the rotating wheel incessantly until I shut everything down and reboot.  Then it works OK until the next time I need to use it.  Is the problem with PSE related to the need for an upgrade to the PSE Organizer?  All I want to do is edit photos and produce cards and photo books occasionally.  I'm getting ready to look for another software altogether.
