Old Hard Drive in a New Computer Needs Reactivation - Out of Activations

I just recently rebuilt my computer and when trying to use Elements (Photoshop and Premier) it asked that I reactivate the license. I obliged and was met with a notification that I am out of activations. This is the only computer I own, so I guess I never remembered to deativate from my previous builds. The problem is that I can't deactivate now as I no longer own those original components. I have spent the past 30 minutes on the https://helpx.adobe.com/ca/contact.html page trying to find a contact/chat section and I just can't as I keep looping back to that page (full loop at the bottom of this post). I have scrolled through numerous threads here too and none really are providing me with any more clear direction on what I need to do. I need to get these programs up and running again, and I don't need to upgrade (nor do I have the funds to do so at the moment), so getting these two copies working again is a big must for me.
