Is it possible to open in PSE photos stored in Google Photos ,edit them and then save them back to Google Photos? If so how is this done?

Open a new folder on your desktop
Sign in to Google Photos and open a picture.
Right click on the photo and in the menu click on "save image as." Save it in the folder from step #1.
Open PSE and access the photo for enhancement.
