Open, edit and export dds file in PE 2019 on Mac OS 10.14.4

I am running Adobe Photoshop Elements 2019 on a Mac with OS 10.14 5 Mojave. I need to open, edit and export a dds file. I need to change the colour of an object but can't open the file.

Thanks Jeff. I did install it but it would not work. I retraced my steps and found a stupid mistake I made. I did not read the popup window which asks if I wanted to install the plugins not installed by Adobe. I manually installed as per instructions and it works perfectly. I was able to open, edit and resave the dds file with no problems.
