Open ... menu bar has resized and is now unreadable

Please could someone tell me how to resolve this?

I opened other piece of software and Photoshop Elements 2022 minimised. When I maximised it again, the second menu bar has now become too small in height to read properly and nothing I can see will retify this. See screen shot.
