Open photo

I saved a picture to the desk top.  I closed Elements 2000.  When I tried to move it to a new folder it told me it was still open in elements.  I opened the photo again and saved it  with a different name.  That one worked.  I tried to move the originally saved photo to the recycle bin and again it told me it was still open
