Opening Photoshop PDF files

Question

Suppose I open a PDF file in Photoshop elements, create several layers and then save that file as a Photoshop PDF.    Can that altered file be opened by someone who does not have Photoshop or Photoshop Elements but does have a program that open PDFs?  Will the file be opened as a merged layer file?

A PDF will open in the editor but pages or only images will open as separate document tabs with transparency. You can drag and drop from the photo bin but the layered result will be a stack which looks
nothing like the original when saved as Photoshop PDF. It will open in Acrobat Reader; not as pages but exactly as the layered document appears in the PSE Editor window.

It may be better to start a new blank document and use File > Place

to add photos and then copy and paste text as required before saving as PDF. You can only save as a single page PDF.
