Organiser not working in Photoshop Elements 2021

Question

My photoshop elements organiser will not launch, it shows no error messages at all, just looks like it is getting ready to open and then nothing.  I have tried downloading and reinstalling but the problem remains.  I can open the photo editor and the video editor but that is not much use when the organiser will not open.  Any help would be great.
