Organizer gone plus

I have PSE 15 and Windows 10 1803. About 4 week ago the Organizer in my PSE 15 totally disappeared. At the same time "Photoshop Elements 15" option was no longer shown when I right click to select "open with" when I selected a photo in my file explorer. Not even shown when I select "other options". I can still use PSE 15 when I open and select "open" and go to file explorer to locate my photo which takes much more time to find but I would much rather click and open with when I download photos from email, Facebook etc. from downloads or file explorer.

I hate to have to uninstall and reinstall because I have added many presets and actions and don't want to lose them. I have read Q & A on Adobe and it states there is an issue. I have worked with Windows people and they say there is an issue but cannot fix at this time.

When will this issue/problem be resolved?
