Organizer in Elements 10 won't work with windows 10

I have recently upgraded the operating system on my computer from windows 7 to windows 10.

When I installed elements 10 the 'organizer' would not work. I get a window which states

'Direct X could not be initialized. Please be sure that it is installed on your system. You can install the latest DirectX installer from: http://microsoft.com/directx.'

On clicking the 'OK' button I am returned to he welcome page.

The 'edit' section appears to work OK.

I have checked my system and I have DirectX 12.

Any solution would be appreciated.

    Go to:

    Control Panel >>Programs >> Programs and Features >> Turn Windows Features on or Off

    Then choose Direct Play under Legacy Components – see images below

    That appears to have solved the problem.

    I just wish I understood what the Legacy Components and direct play, did
