Organizer Tags 15 vs 2022

In PE 15 my tags were listed on the photo by category (People) - sub-category (deceased)(immediate)(cousins) - keyword (names) alphabetically.

In Organizer 2022 I cannot get the names to sort by sub-category or alphabetically. All preferences are set the same as they were in 15. Not a real big deal, but after years of seeing the tags one way I'd like to know why it changed.
