Organizer will not work after re-installing PE 11.

Just bought a new computer. Installed PE11 and Premiere Elements on this machine. Now I can't get the organizer to work; keeps telling me I need latest version of DirectX. I have latest version of DirectX. Does someone have an idea? I'm thinking do a re-install, will that work?
