Organizer won't display fully zoomed images

Photoshop Elements 2020 on MacOS 11.6.8. Using Organizer after about a year off. Now it won't let me zoom images to max using the slider at bottom right of screen. Likewise it won't display images when I double click them.  Instead I get a gray rectangle where the image should be with a question mark in the center.
