Organizer won't show thumbnail

I am running PSE 2023 on a Windows 11 desktop.  I have created a 1+ Gb .psd pano and saved it as a 17.9 Mb .jpg.  I know the Organizer can't create a thumbnail for the huge .psd, but it doesn't for the .jpg either. It displays the "broken file" icon for both files:

Thumbs of other, much larger, .jpgs display fine.  I have tried Shift+Ctrl+U, to no effect.  Elements reports 14.8 Gb free memory.  Any thoughts?

I have never seen a problem reported when the Registry default is overridden (by someone who knows how to hack the Registry 😉).

Adobe's instrutcions are pretty clear, and I'm good at following instructions - especially making a backup first!  Thanks again for your help.

Thank you.  I have only been thinking about file size.  My file is 17.9 Megabytes, but the image is  almost 110 Megapixels (17,745 x 6,153) - way above the Organizer's native limit.  I have 32 Gb of installed RAM.  Other than a possible slowdown of the Organizer, is there any reason not to override its limit to match the Editor's limit of 900Mb (30,000 x 30,000)?
