Out of Virtual memory (false error)

I have been forced to have to installations of PSE. I bought the 2018 version but i constantly complains that it is out of virtual memory. But that seems not correct. I have 16 GB of internal memory with only 6 GB used. I get the message editing only one 3.5 MB photo.

If I launch PSE 12 instead I never get that error message, Not even when editing tens of pictures.

I have searched the forum but on found any solution. It seems a bug. But I can not find any fixes.
