P/shop Elements 10, If I have video from Gopro, can I stop it and pull a single frame out for a picture ?

What operating system are you using?

In the pse 10 editor you can try File>Import>Frame from Video.

If that doesn't work you could just play the video with an application on your computer, stop the the video, take a screenshot to open

in pse 10.
