PC Crashed and I cannot download PS to my new comp

Hi, my comp recently crashed, my data was unrecoverable, so I changed the hard drive and rebooted windows, unfortunately now i cannot download my Photoshop to my new hard drive as my Adobe Account gives me no options to do so and finding someone to help from amongst the Adobe team is nigh on impossible - so if anyone could help i'd be grateful.

You reference "Photoshop", but this forum is targeted to Photoshop Elements. For PSE you can download from here:

Download Photoshop Elements | 15, 14, 13, 12, 11, 10

Note that the license for the product is for two installations. If you have reached this maximum and were unable to deactivate one, you need to contact Adobe directly.

thanks for your response, it seems my only recourse is to contact Adobe, unfortunately the link you left me takes me to a page that invariably leads back to a forum, if Adobe were a tad more helpful this issue would have been resolved yesterday -
