PC Crashed and I cannot download PS to my new comp

Hi, my comp recently crashed, my data was unrecoverable, so I changed the hard drive and rebooted windows, unfortunately now i cannot download my Photoshop to my new hard drive as my Adobe Account gives me no options to do so and finding someone to help from amongst the Adobe team is nigh on impossible - so if anyone could help i'd be grateful.

For PSE you can download from here:Download Photoshop Elements | 15, 14, 13, 12, 11, 10 Note that the license for the product is for two installations.
