PE 12 Corrupted Top Menus

I have PE 12 on a Windows 10 PC. I have used it for over a year without a problem. But several weeks ago I opened it and the drop down menus across the top (under File, Edit, Find, ...) were corrupted - text distorted and compressed so much they are not readable. Sometimes the Menu titles one level down (Import, Media, People, ...) are also corrupted - text overlapping other text.

I uninstalled PE 12 and then reinstalled it and the problem went away when I opened it for the first time. But then later I opened it again and the problem has returned. I tried Adobe PE updates but that did not help. I tried Windows 10 updates but that did not help. How do I fix this problem that makes my PE unusable?
