PE 14 on Windows 7..clicking photo file results in blank workspace

I've had PE14 over 2 years and have been using it with no problems on my W10 laptop. 

I just tried using it on my desktop and found that clicking on a picture file results in opening PE14 to a blank work space.  Any suggestions as to what is causing this problem?  Thanks for your help!

    Right click on the photo file, and in the context menu set it up that PSE will open the file.

    Thanks for your reply. It doesn't work...the only way I can open a file is by opening it using the open command in the upper left of the work space and navigating to the folder containing the file and then clicking on the picture file
