PE 2022 Error 16

Reported to support community 17th June. Suddenly got error code 16 on opening 2022 Photoshop Elements. Have seen a link to check settings, but none of these required changing for permissions, etc.. PE is is not useable at present, grateful for your support and further suggestions please?

Monterey version 12.4 on a Macbook Pro, 16 inch with the Apple M1 Max chip.

Support sadly lacking for me on this problem. Yesterday I trashed PE on my system, shut down my computer then reinstalled again.

Early dates, the software is working again, but it takes ages to load up now.
