PE 2023 Toolbox section titles not shown

PE 2023, Window 10, Display resolution @1366x768. So Tool Tips is checked. (Perf. Gen.)

No Toolbox section titles are showing. I would like to know how to turn them on. Thank you.

In the photoshop elements editor go to Window>Reset Panels

That still may not work since the minimum height requirement is 800

Thank you Jeff. Reset Panels did not work. 768 is as high as I can go. Time for a new laptop. I can live without the Toolbox group labels.
