PE unable to open CR2 files

In the chart showing versions of camera raw required for specific cameras, version 9.1 is shown for my Canon 77D. My Photoshop Elements has version 9.5.0.585 but still won't open CR2 files. I know I can convert them to DNG files but I would rather not. Can anyone help please?

Camera Raw plug-in and Adobe application compatibility

You camera requires ACR 9.10, not 9.1.

That's only possible with PSE15 and newer. With PSE15, you have to update the ACR plugin from the menu Help >> Updates.
