People Tags lost when editing.

I have upgraded from Elements 12 to 12018.  Now when I edit a file and save-as to new file name  (xxx.tif saved as xxx_edited-1.tif, or -1 to -2) the people tags are lost in the organizer for the photo.   The files are being saved in a version set.   When I look at the meta data, it shows that people tags in the meta data are there.  The tags are not being copied over in the Catalog.   The Catalog has the place tags, and custom tags I use.   But people tags are lost on the new photo.   I have repaired the catalog.  I have gone over the settings more than few times looking for something relevant.   Google searches are turning up nothing current.

Also happens if I edit a PSE file and save as a TIF file.
