Permissions for Photoshop Elements 4.0

My team and I are working with Photoshop Elements 4.0. I want to be able to make it so certain members of my team does not have permissions to modify or write service executables.

Where can I find the permissions that they have? And how do I change that?

That would be done at the operating system level.

I am more specifically asking on the application level, and not the OS level.
