PHE 10 Color Chooser Help Please!

Hello, I'm trying to edit a B&W JPEG.  When I click on the eyedropper and then click on any black within the photo, and then click the paintbrush, I can paint in black as expected.  However, if I follow the identical steps but click on the off-white color within the photo, and then try to paint, the box to the left turns off-white, but it won't let me paint - I'm trying to cover some of the black writing.  Any suggestions would be greatly appreciated.  Thank you, in advance, Chris

    Is your picture a flat file or are there other layers?

    What do you mean by "won't let me paint"? Do you get an error message, or does the paint just not do anything?

    Did you try changing the picture's Mode to Grayscale if not already (though I don't think this should make any difference)?
