Photo Downloader Error

If Elements Organizer 15 is not open, inserting a memory card opens the Photo Downloader which correctly downloads but then fails to close and freezes (it can only be closed by Windows 10 Task Manager) and Organizer fails to delete files from memory card as directed.

If Elements Organizer 15 is open, Photo Downloader opens, downloads, closes and Organizer asks if I really want to delete files from the memory card.

I did not have this problem until I recently upgraded from Elements 14. I have tried re-loading Elements 15, but this Downloader problem persists.
