Photo editor PE 2023 won't load

I'm transferring Adobe PSE software to a new computer and the last video (Premier) editor I purchased was 2023.  It included both Photo Editor and Video.  I purchased the 2024 Adobe Photoshop Elements and eventualy sucessfully installed that, because I purchased the 2025 version and that is now a subscription.  Perhaps because I have the 2024 (forever license) Photo Editor, the 2023 Photo Editor won't activate; it keeps presenting the "Free Trial" button?  I guess it's all fine as I have the 2024 PSE (forever) version for Photo editing, and the 2023 (forever) Video Editing, but it just is odd that the 2023 Photo Editor doesn't activate.  BTW If when installing on a new computer, and a computer that it's already activated on isn't showing on your "plans" - so that you can deactivate it, open the app on that computer and sign out from the app under "help."  It will deactivate all Adobe products from that computer.  That took hours and hours to figure out.

The editor (often referred to PSE here)  is a separate purchase-it's not included with Premier elements.

That pop up about downloading a trial version?  That means you don't have that item installed / purchased, in this case, the editor. 

If you purchase the editor it does come with the Organizer which many people find quite useful.
