Photo Elements 13 stopped loading

Hi, I am using windows 10 with photo elements 13.  All of a sudden the program stopped loading. I can't think of anything that's changed since I last used it. I updated windows 10 but it still worked after that.  I tried re-installing and got an error message 0xc00012f but I enter that on the adobe site and it tells me there is no such error message.  Anyone have this problem or fix.
