can I copy a single photo from a video clip, either elements 10 or 18, and if so how?

You can in the photoshop elements 10 editor by going to File>Import>Frame from Video.

The video formats supported by Frame from Video depend on what operating system your using.

Another way is to use what ever application will play the video, pause the video at that frame and take a screenshot.
