Photo Shop Elements downloading then breaking

I have tried to download my 2019 elements on a older laptop and now a brand new 2019 one and both of them have downloaded it and then stopped working. Has this happened to any one else? If so how did you fix it if you ever did. I am getting really frustrated.

    Could you please elaborate what you meant by "both of them have downloaded it and then stopped working"?
