Photo stacking issue with Elements 2024

"Automatically suggest photo stacks" in Elements 2024 seems very broken. It suggest photos that are wildly different for stacking. I have just tried this again after the latest update and, for example, I highlighted about 200 photos for automatic stacking suggestions. It suggests 30 entirely different phots as a stack and another ~150 phots as a single stack. 

To illistrate how bad this is, it suggested I stack a picture of a computer keyboard with many different people. And a horse!

Stacking used to be good in older versions but in 2024 is seems hopeless. 

Advice please.
